The Story.
PAP – Partners Against Poverty is a Perth-based not-for-profit founded by Max Williams and rooted in the community of Warnbro Community Church. It’s led by a team of WA professionals, pastors, and Cambodian leaders committed to long-term transformation through education, mentoring, and the gospel.
While the official name remains PAP, we’re currently using Mission Cambodia as a working title to help communicate the clear and connected vision of this ministry.
At its heart is a simple but life-changing pathway: a child hears the gospel, is mentored through high school, supported through university, and returns to their village as a leader—pastor, teacher, or professional—bringing hope and godly influence.
The Khmer Youth Development Centre is central to this journey: a place where over 1,000 students grow in faith, education, and leadership for the good of Cambodia.
Mission Cambodia brings together several ministries, all working toward a single goal: forming lifelong disciples and godly leaders.
The Cambodia Child Development Program, overseen by Rowena Estrebilla, equips local churches to disciple young children through structured, gospel-based learning and training for village teachers.
The Timothy Program, led by Pastor José, mentors rural pastors and church leaders—reviving struggling congregations and strengthening gospel ministry in hard-to-reach places.
At Narrow Gate House in Phnom Penh, university students are discipled in a Christ-centred community, preparing them to lead in church and society.
José and Rowena live on-site with students and staff, investing deeply in the lives of those they serve.
This is PAP – Partners Against Poverty, known as Mission Cambodia: one vision, one pathway, raising up Cambodian leaders who will shape churches, communities, and the future with the good news of Jesus.
